The following incidents of racism, xenophobia, extreme nationalism or homophobia have been reported to Fare during October 2017. This list is only likely to reflect a proportion of the incidents that occurred.

All reports have been brought to Fare’s attention through eye-witness or media accounts. A Fare observer scheme is also currently at place at UEFA club competitions to monitor discriminatory behaviour.

Fare has third party reporting status with UEFA, and FIFA on international matches, and at a national level we can support incident reports made by our members.

01 October 2017 – Polish Ekstraklasa: Lech Poznań v Legia Warszawa

Legia’s Croatian coach Romeo Jozak made a sexist comment about women who play football.

01 October 2017 – Brazilian Copa Paulo Sant'Ana: São José v Internacional B

Reporter Júlia Goulart was a victim of sexist chants being sung during the Copa Paulo Sant’Ana match between São José and Internacional B.

01 October 2017 – Italian Serie A: SS Lazio v Sassuolo

A group of SS Lazio fans directed racist slurs towards Sassuolo players Claud Adjapong and Alfred Duncan during the match.

02 October 2017 – Brazilian Serie B: América Mineiro v Oeste

América Mineiro defender Rodrigues da Silva Junior Messias has accused the Oeste goalkeeper Rodolfo Alves de Melo of making a racist comment towards him in the later stages of the match. A criminal case against the goalkeeper has been launched.

03 October 2017 – High School Soccer League: Marple-Newtown High School v Conestoga High

School district officials opened an investigation after the referee banned a player from the field for wearing a turban.

04 October 2017 – Russia President: Vladimir Putin

President Putin made a racist comment during an interview in which he mocked FC Zenit for fielding eight foreign players when the club’s President claimed to be promoting football as a ‘real Russian game’.

05 October 2017 - FIFA World Cup Qualifier: Argentina v Peru

A group of Argentina fans made several discriminatory chants and comments during the match relating to homophobia, misogyny/sexism and racism.

05 October 2017 – FIFA World Cup Qualifier: Armenia v Poland

A group of Poland fans displayed a portrait in support of Polish born Janusz Waluś who murdered a leader of the African National Congress in a racially motivated attack.

A report was submitted to FIFA for action.

06 October 2017 – Radio presenter: Phillip Butters

In an interview with Radio presenter Giovanna Díaz the journalist Phillip Butters made a sexist and misogynist comment towards the presenter.

06 October 2017 – FIFA World Cup Qualifier: Mexico v Trinidad & Tobago

A group of Mexico made homophobic chants during the match.

A report was sent to FIFA for action.

06 October 2017 – FIFA World Cup Qualifier: Costa Rica v Honduras

A group of Costa Rica fans made sexist and misogynist chants during the match.

A report was sent to FIFA for action.

06 October 2017 – FIFA World Cup Qualifier: Austria v Serbia

A group of Serbia fans displayed a neo-Nazi flag and a xenophobic banner during the match.

A report was sent to FIFA for action.

06 October 2017 – FIFA World Cup Qualifier: Croatia v Finland

A group of Croatian fans sang homophobic chants during the match.

07 October 2017 – Argentinian journalist: Martín Arévalo

Argentinian journalist Martín Arévalo made a xenophobic comment towards Peru’s Paolo Guerrero and the Constitución area of Buenos Aires.

09 October 2017 - FIFA World Cup Qualifier: Serbia v Georgia

A group of Serbia fans displayed a neo-Nazi and a far-right nationalist banner during the match.

A group of Ukraine fans displayed several neo-Nazi and far-right banners during the match.

10 October 2017 – FIFA World Cup Qualifier: Honduras v Mexico

A group of Honduras fans chanted homophobic slurs during the match.

A report was sent to FIFA for action.

10 October 2017 – FIFA World Cup Qualifier: Peru v Colombia

A group of Peru fans made homophobic chants during the match.

A report was sent to FIFA for action.

10 October 2017 - FIFA World Cup Qualifier: Brazil v Chile

Groups of both home and away fans sang homophobic chants during the match.

11 October 2017 – Ukrainian Persha Liga: FC Avangard v FC Obolon-Brovar Kiev

A group of home fans displayed a neo-Nazi flag during the match.

15 October 2017 – Dutch Eredivisie: VVV Venlo v PSV Eindhoven

Several home fans made monkey noises and directed racist chants towards the PSV players. VVV Venlo launched an investigation.

16 October 2017 – German National Northern League: TSV 1862 v Schildau v Roter Stern Leipzig

A group of TSV 1862 Schildau fans made anti-Semitic chants and wore neo-Nazi t-shirts during the match. Roter Stern fans were attacked outside the stadium by the neo-Nazis for wearing a t-shirt saying “Nazis out of the stadiums”.

16 October 2017 – UEFA Champions League: Real Madrid v Tottenham Hotspur

The Spanish newspaper Marca published an anti-Semitic headline ahead of the match.

18 October 2017 – The English Football Association

The English FA apologised after an independent barrister ruled that England players Eniola Aluko and Drew Spence were subjected to racial discrimination by former manager Mark Sampson.

18 October 2017 – UEFA Champions League: Chelsea FC v AS Roma

Antonio Rüdiger was subjected to monkey chants in the 89^th minute of the match by a group of AS Roma fans.

19 October 2017 – UEFA Europa League: FK Crvena Zvezda v Arsenal FC

Home fans displayed a portrait of Serbian Chetnik leader Morncilo Dujic who promoted ethnic cleansing during and after World War II.

19 October 2017 – UEFA Europa League: KF Skënderbeu v FK Partizan

Several hundred KF Skënderbeu fans directed xenophobic chants towards Serbians inciting ethnic violence.

19 October 2017 – FC Steaua Bucharest Owner George Becali

Owner of FC Steaua Bucharest George (Gigi) Becali made sexist comments about the owner of Hapoel Be’er Sheva Alona Barkat ahead of their two clubs meeting in the UEFA Europa League.

20 October 2017 – UEFA Europa League: SC Braga v PFC Ludogorets

Referee Davide Massa considered stopping the match between SC Braga and PFC Ludogorets after a group of SC Braga fans directed racist slurs towards Congolese forward Jody Lukoki.

21 October 2017 – Vitesse: Guram Kashia

Vitesse captain Guram Kashia took part in a Dutch campaign to LGBT inclusion by wearing a captain’s armband. However, his decision to wear the armband caused fury amongst Georgia’s conservative population who demanded he resign from playing for Georgia.

23 October 2017 - Uruguayan Segunda División: Plantense v Rocha

Rocha’s Matias Dutour fell victim to discriminatory chants as some fans of opponents Platense mocked the malformation of the player’s left arm.

23 October 2017 – Brazilian Brasileirão Serie A: Bahia v Vitória

Vitória forward, Santiago Tréllez made a racist comment towards Bahia’s Rene Junior during the match.

24 October 2017 – Salvadorian Primera División: Dragón v Municipal Limeño

Nelson Barrios of Municpal Limeño directed racist comments towards C.D. Dragón forward Jefferson Viveros.

25 October 2017 – English Carabao Cup: Norwich v Arsenal

A Norwich supporter racially abused fellow Norwich fan and Olympic Bronze medalist Anthony Ogogo during the match.

25 October 2017 – Italian Serie A: SS Lazio v Caligari

A group of SS Lazio fans left anti-Semitic stickers showing Anne Frank in the colours of rivals AS Roma around the Stadio Olimipico prior to the club’s Serie A match with Caligari.

25 October 2017 – Turkish Cup: Trabzonspor v Çorum Belediyespor

Trabzonspor striker Hugo Rodellega was sent off in the 63rd minute for head butting an opposing defender who the striker said was responsible for racially abusing him.

25 October 2017 – Austria Cup: Rapid Vienna v Austria Wien

A group of Rapid Vienna fans directed homophobic chant towards Austria Wien during the match.

26 October 2017 – Italian Serie A: Bologna v SS Lazio

A group of SS Lazio fans sang the fascist song “I Don’t Care” during the match in response to the Italian Football Association’s campaign to combat anti-Semitism.

27 October 2017 – Iranian Pro League: Persepolis v Esteghlal

State security forces removed three women from the Azadi Stadium after they attempted to attend the Iranian Pro League match.

28 October 2017 – Moroccan Botola: Raja Casablanca v Hassania Agadir

The away fans were subjected to derogatory slogans referring to the ethnic background of the team, which resides in the Amazigh- speaking region.

28 October 2017: FIFA U-17 World Cup - England v Spain

A Spanish player made a racist comment towards England player Morgan Gibbs-White during the U-17 World Cup final.

29 October 2017 – English Premier League: Brighton & Hove Albion v Southampton FC

Southampton fan Jonathan Coombs was arrested after directing homophobic abuse towards home fans.

30 October 2017 – AS Roma Fan: Alessio Manzo

AS Roma fan Alessio Manzo was arrested after beating a Bengali and an Egyptian citizen in a racially motivated attack.

Facebook: Coritiba FC

A fan made a racist comment towards the player as Márcio was delivering an event bulletin on social media.

Twitter: FC Amkar Chief Executive Denis Maslov

FC Amkar Chief Executive Denis Maslov made a homophobic comment on social media.

Twitter: FC Feyenoord

FC Feyenoord fans posted an anti-Semitic picture on Twitter, showing two Holocaust victims referring to the Jewish link of Ajax Amsterdam.

Facebook: BVB Dortmund

Dortmund fans created anti-Semitic stickers similar to the ones of SS Lazio showing Anne Frank wearing a Schalke jersey.

Twitter: Athletic Bilbao

A fan made a racist comment on Twitter about a photo of three Athletic Bilbao players; Nicolas Williams, Mbaye Barro and Tinbit Manero.

Sanctions

Asian Football Confederation: Malaysian FA

The Malaysian FA was fined $30,000 after fans racially abused Singapore and Brunei fans in two separate matches during the South-East Asian Games.

UEFA: FC Spartak Moscow (U19)

FC Spartak Moscow have been ordered to partially close their stadium for their next UEFA Youth competition home match and display UEFA’s “#EqualGame” logo after racist gestures and chants by a group of home fans during the match against Liverpool FC U19 on the 26^th September.

UEFA: FC Spartak Moscow

FC Spartak Moscow were fined €33,000 due to the discriminatory behaviour of a group of home fans during their UEFA Champions League match against Liverpool FC played on the 26^th September.

UEFA: SC Braga

SC Braga have been ordered to close part of their stadium and must display a #EqualGame” banner at their next UEFA competition match due to the racist behavior of home fans during the match against PFC Ludogorets played on the 19^th October.

UEFA: KF Skënderbeu

KF Skënderbeu were fined €60,000 and will be forced to play their next European match behind closed doors after some fans were reportedly carrying out racist and illicit chanting during the match against FK Partizan on the 19^th October.

UEFA: SS Lazio

Costa Nhamoinesu was subjected racist abuse when he played for Sparta Prague in March 2016 against SS Lazio in a Europa League match. A ruling was passed in which Lazio must play their next European fixture on the 2^nd November against OGC Nice behind closed doors after previously being sanctioned to play another UEFA match behind closed doors against Zulte Waregem for the same incident.

Italian Football Association: SS Lazio

The Curva Nord section of the Stadio Olimpico will remain closed for two home matches after fans racially abused Sassuolo players Claud Adjapong and Alfred Duncan.

Spanish Police – Ultras of Valencia C.F.

A group of fans connected to the Yomus ultra group of Valencia C.F. including the President of the other Valencia ultra group Curva Nord with links to the far-right were arrested during a nationalist march that took place on the 9^th October.

FIFA: Albania, Romania, Germany, Hungary, Moldova, Montenegro, Serbia Ukraine, Mexico, Panama, Argentina, Brazil, Chile, Ecuador, Peru and Uruguay

FIFA sanctioned several national football associations for discriminatory incidents that have taken place by spectators during the FIFA World Cup Qualifiers in September.

Germany (CHF 32,000) Moldova (CHF10,000) Serbia (CHF 20,000) Montenegro (CHF 25,000) and Ukraine (CHF 45,000) were sanctioned for discriminatory banners and chants respectively. Albania (CHF 30,000) received a fine for nationalistic chants.

Romania were sanctioned on two occasions for displaying discriminatory banners at 2 matches; receiving fines of CHF 10,000 and CHF 15,000 fine plus a ban on playing their next match at the stadium Arena Natională.

Uruguay (CHF 25,000) was sanctioned for misogynist chants by fans during the match against Argentina.

Argentina (CHF 30,000 and CHF 35,000), Chile (CHF 35,000), Ecuador (CHF 20,000) Peru (CHF 25,000), Brazil (CHF 10,000), Mexico (CHF 10,000), Hungary (CHF 20,000) and Panama (two fines of CHF 25,000) were all sanctioned for homophobic chants. Panama received one sanction for a match played in June.
