The following incidents of racism, xenophobia, extreme nationalism or homophobia have been reported to Fare during October 2016. This list is only likely to reflect a proportion of the incidents that occurred.

All reports have been brought to Fare’s attention through eye-witness or media accounts. A Fare observer scheme is also currently at place at UEFA club competitions to monitor discriminatory behaviour.

Fare has third party reporting status with UEFA, and FIFA on international matches, and at a national level we can support incident reports made by our members.

01 October 2016 – Liga MX: Chivas de Guadalajara v Monarcas Morelia

Chivas fans directed racist abuse, monkey noises directed at Morelia’s Colombian player Jefferson Cuero. The Disciplinary Committee of the Mexican FA started an investigation.

02 October 2016 – Czech First League: Zbrojovka Brno v Sparta Prague

Lukas Vacha (player from Sparta Prague) made sexist comments on social media towards the female line referee after the match. Goalkeeper Tomas Koubek made similar comments in a post-match interview.

02 October 2016 – Spanish Segunda Analuza Jaen G: Mogón C.F. C.D. v C.D. Santisteban del Puerto

A Mogón player racially abuse a Santisteban player.

02 October 2016 – West Ham United

The chairman of West Ham United Ladies accused West Ham United of gender discrimination and breaking Football Association rules on discrimination.

06 October 2016 – FIFA 2018 World Cup Qualifier: Japan v Iraq

A group of Japanese fans displayed several nationalistic flags.

A report was sent to FIFA for action.

06 October 2016 – FIFA 2018 World Cup Qualifier: Kosovo v Croatia

A group of Croatian fans engaged in discriminatory chants direct against Albanians as well as chanting a fascist slogan. Both Kosovo and Croatian fans also chanted discriminatory chants directed at Serbs.

A report was sent to FIFA for action.

FIFA have opened disciplinary proceedings.

06 October 2016 – FIFA 2018 World Cup Qualifier: Paraguay v Colombia

A group of Paraguayan fans were chanting misogynist, sexist chants, directed at the referee.

A report was sent to FIFA for action.

06 October 2016 – FIFA 2018 World Cup Qualifier: Brazil v Bolivia

A group of Brazilians directed homophobic chants at the Bolivian goalkeeper Carlos Lampe upon tacking a goal kick.

A report was sent to FIFA for action.

09 October 2016 – FIFA 2018 World Cup Qualifier: Ukraine v Kosovo

Three Ukraine supporters displayed a nationalistic flag used during World War II.

A report was sent to FIFA for action.

11 October 2016 – FIFA 2018 World Cup Qualifier: Argentina v Paraguay

A small group of Argentina fans chanted homophobic chants.

A report was sent to FIFA for action.

11 October 2016 – FIFA 2018 World Cup Qualifier: Chile v Peru

Both Chilean and Peruvian fans chanted homophobic chants.

A report was sent to FIFA for action.

14 October 2016 – Croatian 1 HNL: NK Slaven Belupo v Dinamo Zagreb

A group of Dinamo Zagreb fans chanted anti-Roma song directed at Zdravko Mamić the director of Dinamo Zagreb.

15 October 2016 – League Two: Leyton Orient v Luton Town

A group of Luton Town fans chanted homophobic songs.

16 October 2016 – Croatian 1 HNL: HNK Rijeka v NK Osijek

Groups of fans from both clubs engaged in chanting homophobic slurs and fascist salutes.

16 October 2016 – Croatian 1 HNL: Hajduk Split v RNK Split

Supporters of Hajduk Split chanted anti-Roma and nationalist chants directed at the referee. The supporters of Hajduk Split also directed homophobic chants at the manager of RNK Split.

16 October 2016 – Ecuadorian Serie A: Barcelona v Deportivo Cuenca

Barcelona player Damian Díaz made racist misogynist remarks directed at the fourth line referee Augusto Aragon.

16 October 2016 – Primera Autonómica Gallega: Tordoia C.F. v Atlético Riveira

Two Tordoia C.F. fans racially abused the Venezuelan referee.

18 October 2016 – Primera C: Argentino de Quilmes v Deportivo Merlo

A player of Deportivo Merlo, Emmanuel Francés physically assaulted a female line referee.

18 October 2016 – Colombian player Hanyer Mosquera

Colombian football player Hanyer Mosquera of Rionegro Águilas physically assaulted his partner during an argument. The player was arrested a day after the incident.

20 October 2016 – UEFA Europa League: AS Roma v Austria Wien

A group of Austria Wien supporters displayed a neo-Nazi banner inside the stadium.

A report was sent to UEFA for action.

22 October 2016 – German Bundesliga: Hertha BSC v 1. FC Köln

A group of Hertha BSC fans displayed a large homophobic banner reading “WH96: Rather a mother than two fathers!” directed at a fan group of 1. FC Köln.

26 October 2016 – English League Cup: West Ham United v Chelsea

Leaflets with homophobic chants directed at two Chelsea players were allegedly circulated outside the stadium prior to the match.

31 October 2016 – Barcelona

An individual shouted discriminatory abuse at Barcelona head coach Luis Enrique at Barcelona airport. The discriminatory insults relate to Enrique having a black father.

October 2016 – UC Ceares

The football pitch of UC Ceares was vandalized with neo Nazi graffiti.

Twitter: Gary Lineker

Gary Lineker received insults and abuse in the press after comments he made supporting migrants.

Instagram: Samuel Eto’o

Samuel Eto’o accused the leadership of Antalyaspor of racism on his Instagram account and was subsequently removed from the squad, to be reinstated again in October.

Sanctions

FIFA: Honduras, El Salvador, Mexico, Canada, Chile, Brazil, Argentina, Paraguay, Peru, Italy and Albania

FIFA opened disciplinary proceedings against associations including those of Honduras, El Salvador, Mexico, Canada, Chile, Brazil, Argentina, Paraguay, Peru, Italy and Albania for discriminatory incidents.

Chile FA received a ban on playing at the Estadio Nacional Julio Martínez Prádanos in Santiago for a further match. In addition, the Chilean FA was fined a total of CHF 65,000 for two cases. Honduras was fined for two cases of homophobic chants. Albania, El Salvador, Italy, Mexico, Peru, Paraguay, Argentina and Brazil were sanctioned for discriminatory behaviour of fans.

Ukraine FA: Dynamo Kyiv

The Ukraine FA sanctioned Dynamo Kyiv with a partial stadium closure for the use of neo-Nazi and discriminatory banners.

Ukraine FA: Volyn Lutsk and Karpaty Lviv

The Ukraine FA sanctioned Volyn Lutsk with two matches behind closed doors for chanting ‘Sieg Heil, Rudolf Hess, Hitlerjugend, SS’ and Karpaty Lviv with one match behind closed doors except central stand for monkey chants directed at FC Dnipro Anderson Pico.

UEFA: Legia Warsaw

Charges against Legia Warsaw on racist behaviour from Legia Warsaw fans during the Champions League match against Borussia Dortmund were dismissed on appeal.
