The following incidents of racism, xenophobia, extreme nationalism or homophobia have been reported to Fare during November 2016. This list is only likely to reflect a proportion of the incidents that occurred.

All reports have been brought to Fare’s attention through eyewitness or media accounts. A Fare observer scheme is also currently at place at UEFA club competitions to monitor discriminatory behaviour.

Fare has third party reporting status with UEFA, and FIFA on international matches, and at a national level we can support incident reports made by our members.

05 November 2016 – Croatian 1 HNL: HNK Rijeka v NK Hajduk

Members of the HNK Rijeka ultra group Armada chanted homophobic chants directed at the Hadjuk fans and the Croatian Football Association at different moments of match. The Armada ultras also chanted racist and anti-Roma chants.

09 November 2016 – Copa Andes U20: Peru v Paraguay

A Paraguayan player racially abused the Peruvian player Jose Catrina.

10 November 2016 – FIFA 2018 World Cup Qualifier: Colombia v Chile

Home fans chanted sexist and homophobic chants directed at the Chile goalkeeper.

A report was sent to FIFA for action.

11 November 2016 – FIFA 2018 World Cup Qualifier: Romania v Poland

A group of Romanian fans displayed a homophobic banner.

A report was sent to FIFA for action.

11 November 2016 – FIFA 2018 World Cup Qualifier: Honduras v Panama

A group of Honduras fans chanted homophobic chants directed at Panama players.

11 November 2016 – FIFA 2018 World Cup Qualifier: USA v Mexico

Mexican fans chanted a homophobic chant directed at the USA goalkeeper upon taking a goal kick.

13 November 2016 – FIFA 2018 World Cup Qualifier: Greece v Bosnia and Herzegovina

A group of Greek fans displayed a nationalistic banner and engaged in discriminatory and homophobic chants directed at Bosnia and Herzegovina fans.

13 November 2016 – Spanish Fourth Andalusian Division: CD Utrera v Racing Los Molares

A match lineswoman was subjected to sexist abused by a Racing Los Molares fan.

15 November 2016 – FIFA 2018 World Cup Qualifier: Panama v Mexico

Both home and away fans chanted homophobic chants. A group of home fans directed the chants at a Mexican player for staying on the ground after a foul. Mexico fans directed the homophobic chants at the Panama goalkeeper upon taking a goal kick.

15 November 2016 – FIFA 2018 World Cup Qualifier: Argentina v Colombia

Large groups of Argentina fans chanted several homophobic chants.

A report was sent to FIFA for action.

15 November 2016 – FIFA 2018 World Cup Qualifier: Chile v Uruguay

Large groups of Chile fans chanted several homophobic chants, addressed at the Uruguay goalkeeper and Uruguay fans.

A report was sent to FIFA for action.

15 November 2016 – FIFA International Friendly: Ukraine v Serbia

In the 88^th minute of the game a group of Ukraine supporters chanted neo-Nazi slogans and made Nazi salutes.

19 November 2016 – La Liga: Atlético Madrid v Real Madrid

Around 1000 fans of Atlético Madrid ultra group Frente Atlético chanted sexist and misogynist songs directed at Real Madrid. The same chants and xenophobic chants were directed to Cristiano Ronaldo.

The Real Madrid player Cristiano Ronaldo was the victim of a homophobic remark by the Atlético Madrid player Koke.

19 November 2016 – English League Two: Cambridge United v Wycombe Wanderers

Cambridge United fans allegedly racially abused Wycombe Wanderers striker Adebayo Akinfenwa. The player reported the incident to the match referee and the English Football Association and the Cambridgeshire Police launched an investigation into the incident.

19 November 2016 – Cypriot First Division: AEL v APOEL

A group of APOEL fans displayed a banner with emblems of the neo-Nazi organisation Golden Dawn & the SS-Totenkopfverbände (SS-TV).

26 November 2016 – Russian Premier League: Amkar Perm v Arsenal Tula

Amkar Perm Guinean player Sekou Conde was allegedly racially abused by Arsenal Tula player Dmitry Aidov.

A torrent of homophobic posts were made after the English Premier League promote Stonewall’s Rainbow Laces campaign.

Barcelona FC Marc Ter Stegen was racially abused on Twitter.

Sanctions

FIFA: Brazil, Croatia, Kosovo, Paraguay, Ukraine, Argentina, and Chile

FIFA sanctioned several national football associations for discriminatory conduct among spectators during 2018 FIFA World Cup qualifiers held in October. Brazil (CHF 25,000), Argentina (CHF 15,000) and Chile (CHF 15,000) were sanctioned with a fine and a warning for homophobic conduct among spectators. Croatia (50,000 CHF), Kosovo (CHF 30,000), Paraguay (CHF 20,000) and Ukraine (CHF 15,000) were all sanctioned with a fine and a warning for discriminatory conduct among spectators.

English court: Chelsea fan

A 21-year-old Chelsea season ticket holder has been found guilty of religiously aggravated harassment, following behaviour in a Premier League game in May 2016.

The fan was handed a three-year football banning order.

Spanish Football Federation: Real Sporting de Gijón

The Disciplinary Committee of the Spanish Football Federation ordered the partial stadium ban of Sporting stadium El Molinón for the racist abuse of the club’s player Iñaki Williams at a match against Athletic on 21 August.
